House Roll Call 15

119th Congress · Session 2 · January 12, 2026

A fast-track vote, needing two-thirds to pass

The House sets aside its normal procedure to move quickly: no amendments, little debate, and a two-thirds bar instead of a simple majority. It is used for measures expected to be uncontroversial, so a bill that fails here failed despite broad expectations that it would not.

What was being voted on

119-HR-6504 — Haiti Economic Lift Program Extension Act

This bill extends duty-free treatment for imports from Haiti under the Caribbean Basin Economic Recovery Act until December 31, 2028. The bill sets the applicable percentage to 60 percent or more on and after December 20, 2017, and places quantitative limitations on preferential treatment for apparel articles. It also requires the President to restore the eligibility of certain articles that became ineligible for preferential treatment due to revisions to the Harmonized Tariff Schedule.
