What this bill would do

This bill is known as the Haiti Economic Lift Program Extension Act. It extends duty-free treatment for imports from Haiti under the Caribbean Basin Economic Recovery Act until December 31, 2028. The bill sets the applicable percentage to 60 percent or more on and after December 20, 2017, and places quantitative limitations on preferential treatment for apparel articles. It also requires the President to restore the eligibility of certain articles that became ineligible for preferential treatment due to revisions to the Harmonized Tariff Schedule. Finally, the bill allows for the retroactive application and reliquidation of certain entries of covered articles from Haiti made on or after September 30, 2025, and before the date of enactment, upon request.

What Congress actually voted on

One recorded vote has been taken on this bill.

  • The House: a fast-track vote, needing two-thirds to passPassed 345–45

The House sets aside its normal procedure to move quickly: no amendments, little debate, and a two-thirds bar instead of a simple majority. It is used for measures expected to be uncontroversial, so a bill that fails here failed despite broad expectations that it would not.
