House Roll Call 85

119th Congress · Session 1 · March 31, 2025

A fast-track vote, needing two-thirds to pass

The House sets aside its normal procedure to move quickly: no amendments, little debate, and a two-thirds bar instead of a simple majority. It is used for measures expected to be uncontroversial, so a bill that fails here failed despite broad expectations that it would not.

What was being voted on

119-HR-997 — National Taxpayer Advocate Enhancement Act of 2025

This bill changes the Internal Revenue Code of 1986 to match the original intent of a past 1998 law. Specifically, it makes sure the National Taxpayer Advocate has the ability to hire and consult counsel as appropriate. Section 2 gives the Taxpayer Advocate the authority to appoint counsel in their office who will report directly to them. These changes take effect as if they were included in the original 1998 law.
