Senate Roll Call 100

119th Congress · Session 1 · March 3, 2025

A vote to end debate and allow a final vote

In the Senate, debate can continue indefinitely unless 60 senators vote to end it. This vote is that attempt. It decides whether the Senate may vote on the thing at all — not whether the thing passes. A failed cloture vote usually ends the matter without anyone ever voting on its merits.

What was being voted on

119-S-9 — Protection of Women and Girls in Sports Act of 2025

This bill seeks to amend the Education Amendments of 1972 regarding Title IX compliance in athletics. The legislation mandates that sex be recognized based solely on a person's reproductive biology and genetics at birth. Under this rule, it would be a violation for those receiving Federal funds to allow a person of male sex to participate in athletic programs or activities designated for women or girls.

The Senate recorded this as
On Cloture on the Motion to Proceed S. 9
A bill to provide that for purposes of determining compliance with title IX of the Education Amendments of 1972 in athletics, sex shall be recognized based solely on a person's reproductive biology and genetics at birth.
Result: Cloture on the Motion to Proceed Rejected
Needed three-fifths (60 of 100 senators), the bar for ending debate.
