Senate Roll Call 22

119th Congress · Session 1 · January 28, 2025

A vote to end debate and allow a final vote

In the Senate, debate can continue indefinitely unless 60 senators vote to end it. This vote is that attempt. It decides whether the Senate may vote on the thing at all — not whether the thing passes. A failed cloture vote usually ends the matter without anyone ever voting on its merits.

What was being voted on

119-HR-23 — Illegitimate Court Counteraction Act

This bill seeks to impose sanctions on the International Criminal Court (ICC) if it attempts to investigate, arrest, detain, or prosecute protected persons from the United States or its allies. This includes actions against U.S. officials and military personnel, as well as those from allied nations not party to the Rome Statute. The bill mandates property blocking and visa restrictions for foreign persons involved in these ICC efforts, as well as their immediate family members. Additionally, the Act rescinds all current and future appropriations for the ICC.
