What this bill would do
The Chiropractic Medicare Coverage Modernization Act of 2025 updates the Medicare program to expand health coverage for services provided by doctors of chiropractic. Under current law, Medicare is restricted to covering only manual manipulation of the spine to correct a subluxation. This bill amends title XVIII of the Social Security Act to recognize doctors of chiropractic as physicians for any function or action authorized by their State license. It also requires chiropractors to either attend a specific educational documentation webinar or provide manual manipulation of the spine to qualify for Medicare payments. Ultimately, the legislation aims to align Medicare chiropractic coverage more closely with private insurance, the Department of Veterans Affairs, the Department of Defense, and the Federal Employee Health Benefits Program.

Potential Positive Impacts for People
- Section 2(b) and Section 3(a): Expanding the recognition and coverage of a doctor of chiropractic as a physician under Medicare for any function authorized by their State license could benefit Medicare beneficiaries by giving them access to a broader range of chiropractic services beyond just manual manipulation of the spine.
Potential Negative Impacts for People
- Section 3(b): Payment for services provided by certain doctors of chiropractic under Medicare is limited unless the chiropractor has been verified as attending a specific educational documentation webinar or electronic product designed by the Secretary, or unless the service is treatment by means of manual manipulation of the spine to correct a subluxation, which could place administrative hurdles on providers and potentially limit immediate patient access if providers have not completed the required webinar.
