What this bill would do
This bill is called the Ensuring Community Access to Pharmacist Services Act. It updates the Social Security Act to include certain pharmacist services under Medicare Part B. The bill allows Medicare to pay for pharmacist services that are legally authorized under State law. These covered services include evaluation, testing, or treatment for COVID-19, influenza, respiratory syncytial virus, or streptococcal pharyngitis. They also include testing or treatment services that address a public health need during a declared public health emergency. These changes apply to items and services furnished on or after January 1, 2026.

Potential Positive Impacts for People
-
Coverage for Common Illnesses: Under Section 2(a), adding subsection (nnn)(1)(B)(i), Medicare will cover pharmacist visits for the evaluation and management of individuals for testing or treatment of COVID-19, influenza, respiratory syncytial virus, or streptococcal pharyngitis. This is positive because it gives people more convenient healthcare options for these common illnesses.
-
Public Health Emergency Support: Under Section 2(a), adding subsection (nnn)(1)(B)(ii), Medicare will cover testing or treatment services that address a public health need related to a declared public health emergency. This could benefit individuals by expanding access to care during critical public health crises.
-
Full Payment for Public Health Needs: Under Section 2(b), amending section 1833(a)(1), the amount paid for pharmacist services that address a public health need during an emergency will be 100 percent of the determined payment basis. This is a positive benefit for individuals as it removes out-of-pocket costs for those specific emergency services.
Potential Negative Impacts for People
- Cost-Sharing for Standard Services: Under Section 2(b), amending section 1833(a)(1), the amounts paid for standard pharmacist services will be equal to 80 percent of the lesser of the actual charge or 85 percent of the payment basis. This could be viewed as a negative burden because patients may still be responsible for the remaining 20 percent cost-sharing on these routine visits.
