What this amendment would do
This amendment, proposed by Mr. Blumenthal and several other members, aims to change how certain disabled retirees receive their payments.
The purpose of the amendment is to allow eligible combat-related disabled uniformed services retirees who are retired under chapter 61 of title 10 to receive both their retired pay and veterans' disability compensation for the same month.
To achieve this, the amendment makes the following changes to the bill:
- It modifies Section 1413a(b) and Section 1414(b) of title 10, United States Code, to establish the entitlement for concurrent receipt of these payments.
- It specifies that this benefit does not apply to members retired under chapter 61 if they are not covered by the defined paragraphs.
- It includes technical and conforming amendments to update section headings, the table of sections, and to reflect the end of the concurrent receipt phase-in period.
- It sets the effective date for these changes to be the first day of the first month after the Act is enacted.
