What this bill would do
The "Better CARE for Animals Act of 2025" amends the Animal Welfare Act to increase the enforcement powers of the Attorney General. It allows the Attorney General to bring civil actions, seek injunctions, and pursue civil penalties of up to $10,000 per day for violations. The bill also allows for the seizure and forfeiture of animals subjected to violations. Additionally, it creates a system to use penalty funds to pay for the temporary care of animals during legal proceedings. It requires the Secretary of Agriculture and the Attorney General to coordinate through a memorandum of understanding.
