What this bill would do
The bill is known as the Stillbirth Health Improvement and Education for Autumn Act of 2025 or the SHINE for Autumn Act of 2025. It aims to improve research and data collection regarding stillbirths in the United States. The Secretary is authorized to award grants to States for conducting surveillance, collecting data, and reporting on stillbirth risk factors. Additionally, the Secretary must issue guidelines for collecting stillbirth data and develop educational awareness materials. A report containing educational guidelines on stillbirth and risk factors must be published by the Secretary on a public website within five years of enactment. Funding is authorized for these activities through fiscal years 2026 through 2030.

-
Section 3 requires the Secretary of Health and Human Services to publish a report with educational guidelines on stillbirth and stillbirth risk factors on a public website not later than five years after enactment, providing accessible information for the public.
