What this bill would do

This legislation is known as the IDEA Full Funding Act. It amends part B of the Individuals with Disabilities Education Act to provide full federal funding for that part. The bill sets specific amounts to be authorized and appropriated for fiscal years 2026 through 2035 and for each subsequent fiscal year. It calculates these amounts based on the total number of children with disabilities receiving special education services and the average per-pupil expenditure in public schools across the United States. Finally, the bill requires that the newly appropriated amounts must be expended in a way that is consistent with cut-as-you-go requirements.
