What this bill would do

This bill requires the Secretary of Veterans Affairs to establish a five-year pilot program that awards competitive grants to nonprofit entities. These grants are meant to help nonprofits provide trained service dogs to eligible veterans at no cost to the veteran. Eligible veterans include those dealing with conditions like blindness, hearing loss, mobility issues, post-traumatic stress disorder, or traumatic brain injuries. The legislation also directs the Department of Veterans Affairs to provide commercially available veterinary insurance for these service dogs. Finally, the bill authorizes $10,000,000 to be appropriated for each of the five consecutive fiscal years of the program.
