A House resolution is the House speaking for itself: stating a position, honouring someone, or setting its own rules. Adopting it is the whole process. Once the House agrees to it, it is officially the House's word; it is not a law, so the Senate and the President have no part in it.
What this bill would do
H. Res. 23, titled the Proxy Voting for New Parents Resolution, permits members of the House of Representatives who give birth or whose spouses give birth to vote remotely by proxy. The authorization generally begins on the date of birth and terminates 12 weeks thereafter. Alternatively, a member may designate a proxy prior to birth if a health care provider advises that the pregnancy presents a serious medical condition or inability to travel safely. To use a proxy, the member must submit a signed letter to the Clerk containing specific statements of birth or medical conditions and intent to vote by proxy. The resolution also outlines rules for proxy voting in congressional committees and applies the provisions to Delegates and the Resident Commissioner with specific limitations.

Potential Positive Impacts for People
-
Support for New Parents: Section 2(a) allows House members who have given birth or whose spouses have given birth to designate another member to cast votes or record presence for them. This provision ensures that elected officials can welcome a new child without completely stepping away from their representational duties.
-
Medical Accommodations: Section 2(a)(2)(B) allows members to designate a proxy prior to birth if their health care provider advises that the pregnancy presents a serious medical condition or that the member cannot travel safely. This provision protects the health of the parent while maintaining their ability to participate in legislative votes.
-
Public Transparency: Section 2(c)(2) requires the Clerk to maintain an updated list of active proxy designations, alterations, and revocations and make this list publicly available in electronic form. This provision holds officials accountable by letting the public easily see who is voting by proxy.
Potential Negative Impacts for People
- Exclusion from Quorums: Section 2(e) and Section 3(f) state that any member whose vote is cast or whose presence is recorded by a designated proxy shall not be counted for purposes of establishing a quorum. This limitation means that proxy votes cannot contribute to the required number of members needed to officially conduct business.
