What this bill would do
This bill, known as "Violet's Law," aims to amend the Animal Welfare Act. It seeks to allow for the adoption or non-laboratory placement of certain animals used in Federal research. Federal research facilities would be required to create standards to facilitate this process within one year of enactment. This applies to eligible animals that are no longer needed for research and are deemed suitable for release. Suitable animals include dogs, cats, nonhuman primates, guinea pigs, hamsters, or rabbits.

Potential Positive Impacts for People
-
Facilitating animal placement: The bill requires federal research facilities to create standards that allow for the adoption or placement of eligible animals that are no longer needed for research (Sec. 2(b)). This could benefit individuals or groups looking to adopt animals through organizations such as animal rescue organizations, animal sanctuaries, or animal shelters (Sec. 2(c)(1-3)).
-
Safety through veterinary certification: To be considered "suitable for release," an animal must be inspected by a licensed veterinarian to ensure it is free of infectious diseases or physical abnormalities that could endanger the animal, other animals, or public health (Sec. 2(c)(5)). This provides a level of assurance regarding the health of the animals being released (Sec. 2(c)(5)).
Potential Negative Impacts for People
- Administrative requirements for federal agencies: Any department, agency, or instrumentality of the United States operating a Federal research facility must promulgate standards and requirements for the adoption or non-laboratory placement of eligible animals no later than one year after the enactment of this subsection (Sec. 2(b)).
