What this bill would do
This bill is known as the John W. Walsh Alpha-1 Home Infusion Act of 2025. It amends the Social Security Act to provide Medicare coverage and payment for Alpha-1 Antitrypsin Deficiency Disorder treatment under part B. The treatment involves augmentation therapy furnished by qualified home infusion therapy suppliers directly in an individual's home. To qualify, individuals must be under the care of an applicable provider and enrolled in both parts A and B of Medicare while not being enrolled in a part C Medicare Advantage plan. The legislation also sets up a payment system for intravenous administration kits and up to two hours of nursing services. These changes are scheduled to apply to items and services furnished on or after January 1, 2027.

Potential Positive Impacts for People
-
Section 2(a) adds Alpha-1 Antitrypsin Deficiency Disorder treatment to Medicare part B coverage. This is positive because it helps individuals receive coverage for necessary augmentation therapy in their own homes if they are under the care of an applicable provider and enrolled in parts A and B without a part C Medicare Advantage plan.
-
Section 2(b) establishes a payment system for intravenous administration kits and nursing services for up to two hours of care. This is positive because it helps cover the supplies and nursing care needed when patients receive their treatments at home.
Potential Negative Impacts for People
- Section 2(a) specifies that individuals must not be enrolled in an MA plan under part C to qualify for this home infusion treatment coverage. This is a potential burden or negative for people because those who have chosen a part C Medicare Advantage plan are excluded from this specific coverage pathway.
