What this bill would do
This bill is called the Housing Unhoused Disabled Veterans Act. It changes how a veteran's income is calculated for specific housing programs. Specifically, it excludes certain veteran disability benefits from income calculations when determining eligibility for the supported housing program. It also applies this exclusion to other types of housing assistance for households receiving rental assistance under the supported housing program. Additionally, it excludes these disability benefits when determining a veteran's eligibility to rent certain residential dwelling units constructed on Department property.

Potential Positive Impacts for People
-
Excluding disability benefits from supported housing eligibility: Under Section 2, the bill excludes certain disability benefits received by a veteran under chapter 11 or chapter 15 of title 38 from income when determining eligibility for the supported housing program under section 8(o)(19). This is a positive step because it stops these benefits from counting against veterans who need housing help.
-
Excluding disability benefits from other housing assistance eligibility: Section 2 also excludes these veteran disability benefits from income when households receiving rental assistance under the supported housing program are evaluated for eligibility for other types of housing assistance. This could help veterans qualify for more forms of assistance.
-
Excluding disability benefits for new Department property housing: Under Section 3, the Secretary of Housing and Urban Development must exclude these same veteran disability benefits from income when determining a veteran's eligibility to rent a residential dwelling unit constructed on Department property on or after the date of enactment, for certain new housing assistance programs. This ensures that a veteran's disability pay does not block them from getting this specific housing.
Potential Negative Impacts for People
- Exclusion does not apply to adjusted income: Section 2 explicitly states that the exclusion of these disability benefits may not apply to the definition of adjusted income. This means veterans could still have these benefits counted when their adjusted income is calculated.
