What this bill would do
This bill is called the Housing Unhoused Disabled Veterans Act. It changes how veterans' disability benefits are counted as income. Specifically, it excludes certain disability benefits from income when figuring out eligibility for a specific supported housing program. It also applies this exclusion when checking eligibility for other types of housing assistance for households already in that supported housing program. Finally, it excludes these disability benefits when determining a veteran's eligibility to rent certain units built on Department property.

Potential Positive Impacts for People
-
Section 2 amends section 3(b)(4)(B) of the United States Housing Act of 1937 to exclude certain disability benefits received by a veteran under chapter 11 or chapter 15 of title 38, United States Code, when determining income eligibility for the supported housing program under section 8(o)(19). This is positive because it helps ensure that a veteran's disability benefits do not block them from qualifying for this housing program.
-
Section 2 also excludes these same veteran disability benefits when determining income eligibility for other types of housing assistance for households already receiving rental assistance under the supported housing program under section 8(o)(19). This is beneficial as it protects veterans from losing out on other housing help simply because they receive disability benefits.
-
Section 3 requires the Secretary of Housing and Urban Development to exclude these same disability benefits from income when determining a veteran's eligibility to rent a residential dwelling unit constructed on Department property on or after the date of enactment, under a housing assistance program administered by the Secretary. This is a positive step to make it easier for disabled veterans to rent these specific properties without their benefits hurting their chances.
