What this bill would do
This bill is known as the No Flight, No Fight Act of 2026. It generally stops air carriers and aircraft operators from knowingly transporting adult roosters as cargo in interstate and foreign air transportation. The bill includes an exemption for adult roosters moving from or to a commercial farm for legitimate agricultural purposes. Anyone claiming this exemption must provide documentation and financial records proving the farm qualifies as a commercial farm before the air carrier can accept the roosters. The Secretary of Transportation and the Federal Aviation Administration are responsible for enforcing these rules and issuing civil penalties for violations. The law takes effect 180 days after the date of enactment.

Potential Positive Impacts for People
-
Enhanced aviation safety and biosecurity: Section 3(a) prohibits the air transport of adult roosters as cargo, which helps address risks like stress-induced animal behavior, disease transmission, and flight disruptions.
-
Support for legitimate agriculture: Section 3(b) exempts commercial farms from the restriction, which ensures that legitimate agricultural supply chains in the commercial egg and meat industries are not disrupted.
-
Curbing illegal activities: Section 2 notes that the rapid air transport of adult roosters is linked to illegal activities like cockfighting, so restricting these shipments helps crack down on such unlawful practices.
Potential Negative Impacts for People
- Burdensome certification paperwork: Section 3(c) requires individuals claiming the commercial farm exemption to provide documentation and financial records consistent with USDA guidelines prior to transport, which creates administrative paperwork for farmers.
