What this bill would do
This bill is called the Recognizing the Role of Direct Support Professionals Act. It requires the Office of Management and Budget to consider creating a separate occupational code for direct support professionals during the next revision of the Standard Occupational Classification system. Direct support professionals help individuals with intellectual and developmental disabilities live independently and handle daily activities. Home- and community-based service providers face a high national turnover rate of 39 percent for these workers. Creating a separate code will help the federal government and states track labor shortages and data on turnover rates. If the Office of Management and Budget decides not to create the separate code, the Director must submit an explanatory report to specific congressional committees within 30 days.

Potential Positive Impacts for People
-
Section 3: Requires the Office of Management and Budget to consider establishing a separate code for direct support professionals as a healthcare support occupation. This is positive because it corrects an inaccurate representation in the classification system and recognizes these professionals for the critical work they perform for the disabled community.
-
Section 2: Identifies the critical role direct support professionals play in providing supportive services to individuals with intellectual and developmental disabilities to promote independence. This is positive because recognizing this role helps states and the federal government better interpret labor market shortages and collect data on high turnover rates, which can lead to better stability for individuals receiving services.
Potential Negative Impacts for People
- Section 5: States that no additional funds are authorized to be appropriated to carry out this Act. This could be considered a burden because it means the work required by the bill must be done without any new financial resources.
