What this bill would do
This bill tells the Secretary of Labor to create safety rules to protect workers from heat-related sickness and injuries on the job. It requires employers to keep workplaces free from dangers that could cause serious harm or death from heat stress. The bill orders an interim emergency standard to be put out within one year. It also gives workers the right to paid rest breaks, cool water, shade, and safety gear at the boss's expense. Finally, it protects workers who speak up or report safety violations from being fired or punished.

Who it would affect, and how
Potential Positive Impacts for People
-
Section 2 requires every employer to give workers a safe place to work that is free from conditions that can cause death or serious harm from heat stress, which directly protects the health and physical well-being of everyday workers.
-
Section 3(a)(3)(C) mandates that employers provide cool drinking water, paid rest breaks, access to shade, and acclimatization policies when heat cannot be lowered by equipment, ensuring workers get essential physical relief during hot conditions.
-
Section 3(a)(4)(A) ensures that employees still get paid their regular rate of pay while taking required rest breaks or attending safety training, meaning workers will not lose money on their paychecks for staying safe.
-
Section 3(a)(4)(B) requires all training and written safety plans to be provided in English and in any other language understood by the workers, making sure everyone fully understands their safety rights regardless of their primary language.
-
Section 4(d) provides whistleblower protections that allow workers to file complaints if they are discriminated against or fired for reporting safety issues, and lets them take employers to federal court if the government fails to act.
Potential Negative Impacts for People
- Section 4(c)(2) allows the government to treat recordkeeping mistakes as separate, distinct violations apart from other safety violations, which could increase the number of penalties and fines issued.
