What this bill would do
This bill establishes a Commission to study the possibility of creating a National Museum of Italian American History and Culture. The Commission will consist of eight members appointed by leadership in the House and Senate. These members are tasked with researching the feasibility of the museum, including its location in or around Washington, D.C. They must also develop a plan for fundraising and the museum's potential integration with the Smithsonian Institution. A report containing these recommendations and a legislative plan of action must be submitted to Congress. Finally, the Commission is required to operate without the use of Federal funds.

Potential Positive Impacts for People
-
Research and Planning for Cultural Representation: The Commission is tasked with studying the representation of Italian Americans in art, life, history, and culture (Section 2(c)(2)(B)). This could benefit the community by ensuring their history is properly documented and recognized.
-
Community Engagement: The Commission is encouraged to develop best practices for engaging Italian Americans in the development and design of the Museum (Section 3(a)(2)(F)). This allows the group to have a direct voice in the creation of the institution.
-
Potential for National Gathering: The Commission has the authority to convene a national conference comprised of individuals committed to advancing Italian American life, art, history, and culture (Section 3(d)). This could provide a platform for cultural advancement and community connection.
Potential Negative Impacts for People
-
Financial Sustainability Concerns: The Commission must investigate how to fund the museum's construction, operation, and maintenance in perpetuity without relying on Federal appropriations (Section 3(a)(2)(G) and Section 3(b)(2)). This indicates a potential financial burden on public contributions rather than guaranteed government support.
-
Impact on Existing Institutions: The Commission is required to study how a new museum might impact existing Italian American history-related museums (Section 3(a)(2)(B)). This suggests there could be a negative effect on established organizations already working in this field.
-
Potential Strain on the Smithsonian: The Commission must consider the impact a new museum might have on the Smithsonian Institution's existing maintenance backlog, storage needs, and construction costs (Section 3(a)(2)(D)). This indicates the new museum could place a burden on existing federal museum resources.
