What this amendment would do

This amendment, proposed by Mr. Warnock and several other senators, sets up a deficit-neutral reserve fund relating to access to health care.

The purpose of this fund is to allow for legislation that prevents reductions in funding for Medicaid. Specifically, this could include legislation preventing funding cuts that might lead to benefit cuts, coverage loss, or slashed provider payments.

To make this happen, the Chairman of the Committee on the Budget of the Senate is allowed to revise certain allocations, aggregates, and other appropriate levels in the resolution, as well as make adjustments to the pay-as-you-go ledger. These changes can be made for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports that deal with access to health care and Medicaid funding protections.

  • The legislation must be deficit-neutral.
  • It must not increase the deficit over the total period of fiscal years 2025 through 2034.
