What this amendment would do

This amendment proposes a concurrent resolution on the budget for the United States Government for fiscal year 2025. It sets forth appropriate budgetary levels for fiscal years 2026 through 2034.

The amendment aims to change and add several elements to the budget resolution:

  • Establishes recommended levels and amounts for federal revenues, budget authority, outlays, deficits, public debt, and debt held by the public for fiscal years 2025 through 2034.
  • Outlines new budget authority and outlays for specific major functional categories, such as national defense, energy, agriculture, and healthcare.
  • Sets specific budgetary levels and amounts for the Senate regarding Social Security and Postal Service discretionary administrative expenses.
  • Provides reconciliation instructions directing specific House and Senate committees to submit recommendations on changes in laws within their jurisdictions to reduce or increase deficits, and to increase the statutory debt limit.
  • Creates various reserve funds, including a reserve fund for reconciliation legislation, a deficit-neutral reserve fund relating to government deregulation, a spending reduction reserve fund to save more than $2 trillion, and a spending-neutral reserve fund related to the current tax policy baseline.
  • Establishes enforcement procedures, adjustments for spending cuts, rules for administrative expenses, and guidelines for baseline adjustments.
  • Outlines explicit policy statements in the House of Representatives regarding economic growth, mandatory spending reduction, and government deregulation.
