What this amendment would do

This amendment was proposed by Mr. Schumer and several other officials to a concurrent resolution establishing the congressional budget for the United States Government.

The purpose of this amendment is to create a deficit-neutral reserve fund relating to preventing tariffs from increasing the cost of living for families.

It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger. This can be done for legislation relating to tariffs if the price of groceries, medicine, and other household goods increases.

The changes can include rescinding tariffs imposed after January 20, 2025, other than tariffs on any foreign country of concern, as long as the legislation does not increase the deficit over the period of fiscal years 2025 through 2034.
