What this bill would do
The "No Budget, No Pay Act" establishes that Members of Congress cannot receive pay if specific budgetary requirements are not met. Under this bill, both Houses must approve a concurrent resolution on the budget and pass all regular appropriations bills by October 1 of each fiscal year. If these actions are not completed, the Treasury cannot provide funds for the pay of Members of Congress. The Budget and Appropriations Chairs are responsible for making these compliance determinations. This includes determining the specific period of days following October 1 that Members may not be paid. The Act is set to take effect on September 29, 2027.
