What this bill would do
The ``No Budget, No Pay Act'' aims to ensure Congress meets specific budgetary deadlines. Under this bill, Members of Congress may not receive pay after October 1 of any fiscal year if certain requirements are not met. Specifically, both Houses must approve a concurrent resolution on the budget and pass all regular appropriations bills by that date. If these requirements are not satisfied, the Budget and Appropriations Chairs will determine the period during which pay is withheld. This provision also prohibits receiving retroactive pay for any period of non-compliance.

Potential Positive Impacts for People

Encourages timely budget approval: By linking pay to the completion of specific tasks, the bill requires both Houses of Congress to approve a concurrent resolution on the budget and pass all regular appropriations bills by October 1 of each fiscal year (Section 3).
-
Establishes accountability for Congressional action: The bill prevents Members of Congress from receiving pay if they are not in compliance with the required budget and appropriations processes, as determined by the Budget and Appropriations Chairs (Section 4(a)).
Potential Negative Impacts for People
-
Loss of pay for Members of Congress: If Congress fails to approve a concurrent resolution on the budget or pass all regular appropriations bills by October 1, Members of Congress may not receive pay for that period (Section 4(a)).
-
Prohibits retroactive pay: Even if the required actions are eventually taken, Members of Congress are prohibited from receiving pay for the period when they were not in compliance (Section 4(b)).
