What this bill would do
This bill requires the President to put sanctions on foreign persons who help build Israeli settlements in the E1 area of the West Bank. It focuses on anyone involved in construction, infrastructure, financial transactions, or transferring civilians into the E1 area. The bill also allows discretionary sanctions on people who support those who are already sanctioned. There are specific exceptions written into the bill for humanitarian assistance and intelligence activities. These sanctions will automatically end seven years after the bill becomes law.

Potential Positive Impacts for People
- Section 2(d)(1) protects the provision of agricultural commodities, food, medicine, medical devices, and humanitarian assistance from being blocked by the sanctions. This is positive because it ensures that humanitarian aid and basic life necessities can still reach people without being interrupted by the new penalties.
Potential Negative Impacts for People
- Section 2(a) requires the President to impose strict property and transaction blockages on foreign persons who facilitate settlement construction, infrastructure investment, or financial transactions related to the E1 area of the West Bank. This could be considered a burden or negative consequence for the specific individuals and entities targeted by these mandatory economic sanctions.
