What this bill would do
This bill, known as the "FIRE Act of 2025," directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to establish a program to improve wildfire forecasting and detection. The program aims to reduce loss of life, injury, property, and economic damage. It focuses on predicting fire intensification, spread, and smoke dispersion, while improving risk communication. To achieve this, the Administrator can conduct development and testing of technologies like advanced satellite products and fire modeling systems. Additionally, the bill authorizes the creation of weather research testbeds. There is an authorization of $15,000,000 for fiscal year 2026 to support these testbeds.

Potential Positive Impacts for People
-
Reduction in harm and economic loss: The program's goals include reducing loss of life, injury, property, and damage to the economy (Section 2, a, 2).
-
Better fire predictions: The bill aims to improve the prediction of how wildfires intensify and spread (Section 2, a, 2, A).
-
Improved smoke tracking: The program focuses on the forecast and communication of smoke dispersion from wildfires (Section 2, a, 2, B).
-
Enhanced warnings: The bill seeks to improve information dissemination and risk communication to create more effective watch and warning products (Section 2, a, 2, C).
-
Faster fire discovery: One goal is the early detection of wildfires to contain growth and mitigate damages (Section 2, a, 2, D).
-
Technological advancements: The Administrator is authorized to work on advanced satellite detection, fuel moisture assessments, and atmosphere and fire modeling systems (Section 2, a, 3, A-C).
Potential Negative Impacts for People
- Restrictions on resource use: The Assistant Administrator for the Office of Oceanic and Atmospheric Research is prohibited from using resources from existing NOAA cooperative institutes to carry out the weather research testbed program (Section 2, b, 2).
