What this bill would do
This bill is called the Public Service Worker Protection Act. It changes the Occupational Safety and Health Act of 1970 to expand workplace safety coverage to public employees. This means the rules will now cover workers employed by the United States, a State, or a political subdivision of a State. The main rules take effect 90 days after the bill is enacted. However, there is a special exception giving States and political subdivisions without an approved State plan 36 months to comply.

Who it would affect, and how
Potential Positive Impacts for People
- Broader safety coverage: Section 2(a) expands the definition of employers under the law to include the United States, a State, or a political subdivision of a State. This is a positive step because it extends workplace safety protections to public employees who may not have been covered previously.
Potential Negative Impacts for People
- Delayed protections for some local workers: Section 2(c)(2) states that for workplaces of a State or a political subdivision of a State without an approved State plan, the Act does not take effect until 36 months after enactment. This could be viewed as a negative because these specific public employees will have to wait three years for the new protections to apply to their workplaces.
