Potential Positive Impacts for People
-
Higher Tax Credit for Small Projects: Under Section 3, certain small projects can receive a tax credit of 30 percent instead of the standard 20 percent. This could benefit people and communities by providing a larger financial boost for restoring smaller historic buildings.
-
Expanded Rural Project Limits: Section 3 also allows qualifying small projects located in rural areas to have higher spending limits of up to $5,000,000 instead of the standard $3,750,000. This could encourage more historic preservation investments in rural communities.
-
Ability to Transfer Tax Credits: Section 3 lets taxpayers transfer all or a portion of their credit for qualifying small projects to another taxpayer. This allows individuals or groups who cannot use the tax credit directly to pass it to someone who can, helping fund the project.
Potential Negative Impacts for People
- No Deductions for Transferred Credits: According to Section 3, when a tax credit is transferred for a qualifying small project, the person who receives the credit is not allowed to take a deduction for the amount of consideration they paid for it. This means the buyer of the credit misses out on a standard tax deduction for that expense.
