What this bill would do
This bill is known as the MODERN WIC Act of 2025. It amends the Child Nutrition Act of 1966 to allow video or telephone appointments for the WIC nutrition program. State agencies must still offer in-person appointments alongside telephone or video options. The bill also permits the remote delivery of food instruments and benefit cards so participants do not have to travel. Additionally, it requires a report to Congress on the use of remote technologies within one year of enactment.

Potential Positive Impacts for People
-
Section 2: This section ensures that appointments for certification, recertification, or nutritional risk evaluations are offered both in-person and remotely by telephone or video technology. This provides families with flexible choices that can make scheduling easier.
-
Section 2: Under ADA compliance rules, any remote appointment format must be accessible to individuals in accordance with the Americans with Disabilities Act of 1990 and the Rehabilitation Act of 1973. This protects people with disabilities by making sure they can use the remote options.
-
Section 2: State agencies are allowed to temporarily certify applicants who meet income standards on an interim basis without waiting for a nutritional risk evaluation. This gets people the help they need immediately rather than delaying support.
-
Section 3: State agencies may deliver food instruments and electronic benefit transfer cards to participants through mailing or remote issuance. This means people do not have to travel to a local agency just to obtain their benefits.
Potential Negative Impacts for People
- Section 2: If an individual is certified virtually, the State agency must collect data to evaluate nutritional risk within 30 days to the maximum extent practicable, and must collect it no later than 90 days after the appointment. If the data is not collected by 90 days or the person does not meet the risk criteria, their certification terminates. This creates a strict deadline that could result in a loss of benefits if data collection falls behind.
