What this amendment would do
This amendment aims to change the bill by extending Federal Pell Grant eligibility to certain short-term job training programs. It sets up a specific Job Training Federal Pell Grant Program starting on July 1, 2026.
To qualify as an eligible job training program under this amendment, the program must meet several exact requirements:
- Provide between 150 and 600 clock hours of instructional time over a period of 8 to 15 weeks.
- Align training with high-skill, high-wage, or in-demand industry sectors or occupations in the local area.
- Provide students with a recognized postsecondary credential recognized by employers in the relevant industry.
- Meet hiring requirements of potential employers and satisfy professional licensure or certification prerequisites.
Additionally, the amendment changes the minimum Federal Pell Grant percentage from 10 percent to 5 percent for certain calculations, and requires the Secretary of Education to coordinate and enter into a data sharing agreement with the Secretary of Labor.
