What this amendment would do
-
Submitted by Mr. Kelly along with several other officials, this amendment proposes setting up a deficit-neutral reserve fund relating to access to health care.
-
The common sense goal is to allow for legislation that prevents reductions in funding for Medicaid.
-
It aims to stop funding cuts that could lead to benefit cuts, coverage loss, or slashed provider payments.
What It Changes or Adds
-
It gives the Chairman of the Committee on the Budget of the Senate the power to revise committee allocations, aggregates, and other levels in the resolution.
-
It allows adjustments to the pay-as-you-go ledger for bills, resolutions, and amendments related to health care access and protecting Medicaid.
-
These changes are only allowed if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
