What this amendment would do
MR. BLUMENTHAL submitted SA 1316 to the concurrent resolution H. Con. Res. 14. The purpose of this amendment is to add a deficit-neutral reserve fund relating to preventing veterans suicide and strengthening mental health services.
What It Aims to Change or Add
-
It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution.
-
It allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to preventing veterans suicide and strengthening mental health services.
-
It specifically covers legislation that would ensure staff and programs related to or administered by the Office of Mental Health and Suicide Prevention of the Department of Veterans Affairs are not reduced below the fiscal year 2024 levels.
-
It protects against reductions caused by hiring freezes, deferred resignation, buyout offers, reductions in force, mass terminations, layoffs, funding freezes, or reductions in services or outreach due to cancellations of contracts.
-
It applies as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
