What this bill would do
The HELPER Act of 2025 aims to amend the National Housing Act to create a new FHA mortgage insurance program specifically for first responders. This program targets individuals employed full-time in law enforcement, fire services, emergency medical services, or as teachers in pre-K through 12th grade. Eligible mortgagors can use the insurance to purchase or repair a 1-family residence or a manufactured home to be used as a principal residence. The bill allows for mortgages that do not require a down payment. The Secretary is authorized to insure these mortgages under specific terms and conditions.
