What this bill would do
This bill creates a fast-track process in the Senate for Congress to consider joint resolutions related to certain Supreme Court decisions. It applies to decisions that interpret a federal statute or reinterpret the Constitution in a way that diminishes an individual right or privilege. Under this process, qualifying joint resolutions bypass normal delays, face strict limits on debate and amendments, and come straight to a vote. The rules also apply to matching legislation received directly from the House of Representatives. Ultimately, the legislation gives our elected officials a streamlined way to respond when the Supreme Court makes a ruling that changes federal law or narrows constitutional rights.

Who it would affect, and how
Potential Positive Impacts for People
- Section 2 and Section 3: These sections establish a fast-track process for Congress to act when the Supreme Court issues a decision that diminishes an individual right or privilege, or interprets a federal statute. This could be considered positive because it allows our elected representatives to respond quickly to court rulings that impact the people.
Potential Negative Impacts for People
- Section 3(b)(2): This provision limits floor consideration and debate on these joint resolutions to not more than ten hours and restricts the number of amendments allowed. This could be considered a burden or negative because it severely limits the time our elected officials can thoroughly debate and review major changes to federal laws and constitutional rights.
