What this bill would do
This bill is known as the Training and Education for American Members in University Sports and Athletics Act or the TEAM USA Act. It amends the Higher Education Act of 1965 to set a cap on international student athletes at colleges and universities. Schools that participate in federal student aid programs must ensure that international students make up no more than 20 percent of the roster on any varsity sports team. For teams with fewer than 10 student athletes, the school can have no more than 1 international student athlete on the roster. Schools are also required to report these percentages annually to the Secretary and the applicable athletic association. These new rules take effect on July 1, 2029, starting with the 2029-2030 academic year.

Potential Positive Impacts for People
- Section 3: This section limits international student athletes to no more than 20 percent of a varsity sports team's roster, or just 1 international student for teams with fewer than 10 players. This could be viewed as positive because it aims to preserve roster and scholarship opportunities for American student athletes.
Potential Negative Impacts for People
- Section 3: Because schools must limit international student athletes to 20 percent of a team or 1 player for small teams, certain individuals or groups of international students may face reduced opportunities to secure athletic spots and financial aid at U.S. institutions.
