What this bill would do
This bill is titled the Lower Colorado River Multi-Species Conservation Program Amendment Act of 2025. It sets up a specific interest-bearing account in the United States Treasury for non-Federal contributions made to the Lower Colorado River Multi-Species Conservation Program. The Secretary of the Treasury will deposit both past unexpended and future non-Federal contributions into this new fund. These funds and any interest earned can be spent by the Secretary without needing further approval, as outlined in the program documents. Additionally, the Secretary of the Treasury is allowed to invest portions of the fund into interest-bearing obligations of the United States. Finally, the bill specifies that once amounts are deposited into the fund, the State Parties are not responsible for any losses that happen because of the investment of those amounts.
