What this bill would do
This bill, known as the "Seized Iranian Arms Transfer Authorization Act of 2025" or the "SEIZE Act," authorizes the President to treat seized weapons or materiel as United States stocks. This applies to items seized while in transit from the Islamic Republic of Iran to the Houthis in the Republic of Yemen. The Act amends the Foreign Assistance Act of 1961 to allow the President to direct the drawdown of these items to be provided to foreign partners. It also requires the President to submit a report to specific Congressional committees every 180 days and annually thereafter. This report must include the number of times the authority was used, an inventory of the seized weapons treated as stocks, and an inventory of items provided to foreign partners.
