What this bill would do
This bill is known as the Facilitating Useful Loss Limitations to Help Our Unique Service Economy (FULL HOUSE) Act, introduced in the Senate on July 9, 2025. The legislation amends the Internal Revenue Code of 1986 regarding the rules for wagering losses. Specifically, it states that losses from wagering transactions will be allowed only up to the amount of the gains from those transactions. This definition of losses from wagering transactions also includes any deduction otherwise allowable under the chapter incurred in carrying on any wagering transaction. The changes made by this section will apply to taxable years that begin after December 31, 2025.

Would middle-income households be better off under this?-3
This restricts the ability to deduct wagering losses beyond gains, which can negatively impact middle-class individuals with such income.
Who it would affect, and how
Potential Positive Impacts for People
- Section 2: This section allows losses from wagering transactions to be deducted to the extent of the gains from such transactions, which includes any deduction otherwise allowable under the chapter incurred in carrying on any wagering transaction. This might be considered positive because it permits individuals to offset their gambling gains with their losses.
Potential Negative Impacts for People
- Section 2: This section restricts losses from wagering transactions so they are allowed only to the extent of the gains from such transactions. This might be considered a negative outcome or burden because individuals cannot deduct their wagering losses beyond the total amount of their wagering gains.
