What this bill would do
The Protecting Students on Campus Act of 2025 requires higher education institutions that participate in Federal student aid programs to share information about Title VI rights. The Secretary of Education will lead a public awareness campaign using visual and auditory elements to reach students. Institutions must display a link to the Office for Civil Rights complaint webpage on their homepages. Schools must also post annual awareness campaign materials in high traffic areas and on specific web pages. Additionally, the Department of Education must provide monthly briefings and reports to Congress regarding discrimination complaints. Finally, the bill mandates annual reporting and audits of higher education institutions and studies the gap between institutional and federal complaint numbers.
