A House resolution is the House speaking for itself: stating a position, honouring someone, or setting its own rules. Adopting it is the whole process. Once the House agrees to it, it is officially the House's word; it is not a law, so the Senate and the President have no part in it.
What this bill would do
This resolution establishes a specific procedure for announcing pairs during the One Hundred Nineteenth Congress. Under this rule, the Clerk must announce pairs immediately before the Chair announces the final vote result. This announcement must be based on a written list provided to the Clerk. The Member making the statement must sign this list. Finally, the list must be published in the Congressional Record following the names of those not voting.
