A House resolution is the House speaking for itself: stating a position, honouring someone, or setting its own rules. Adopting it is the whole process. Once the House agrees to it, it is officially the House's word; it is not a law, so the Senate and the President have no part in it.

What this bill would do

This resolution establishes several procedures for the House of Representatives to consider various legislative matters. It provides instructions for debating H.R. 7567 regarding agricultural and Department of Agriculture programs through fiscal year 2031. It also outlines the consideration of H.R. 2616, which concerns parental consent for student gender markers and accommodations in schools. Additionally, it addresses the congressional budget resolution (S. Con. Res. 33) and S. 1318, a program for the American Battle Monuments Commission. Finally, it covers the consideration of H.R. 1346 regarding the Clean Air Act and provides instructions for the Clerk to engross certain bills.
