What this bill would do
This bill is known as the Supporting VA Families Act. It creates a right to extra unpaid parental leave for workers at the Department of Veterans Affairs. Under this legislation, eligible employees get four administrative weeks of leave without pay during any 12-month period. This time off can be used for the birth of a child and to care for that child, or for the placement of a child with the employee for adoption or foster care. The leave entitlement expires at the end of the 12-month period that starts on the date of the birth or placement. This new leave is in addition to any other leave entitlements the employees already have.

Who it would affect, and how
Potential Positive Impacts for People
-
Section 2(a)(1) gives Department of Veterans Affairs employees an entitlement to four administrative weeks of leave without pay during any 12-month period for the birth of a child and to care for that child, or for the placement of a child for adoption or foster care. This is a positive outcome because it gives workers more time to bond with and care for a new child.
-
Section 2(b) states that this new unpaid parental leave supplements rather than supplants other existing leave entitlements. This is beneficial because it ensures workers do not lose their current leave rights when taking advantage of this new option.
Potential Negative Impacts for People
- Section 2(a)(1) specifically provides this leave as unpaid parental leave, meaning employees will not receive their regular pay during these four administrative weeks. This could create a financial burden for individuals or families who cannot afford to take time off without receiving a paycheck.
