What this bill would do
This bill is called the Shutdown Student Loans for Feds Act. It gives federal student loan relief to federal employees and certain contractors when there is a government shutdown lasting at least 14 days. During these shutdowns, the Secretary of Education must pause loan payments for these workers. The bill also stops interest from piling up on those loans during the pause. Furthermore, it counts those skipped months toward loan forgiveness programs and protects workers' credit scores.

Potential Positive Impacts for People
-
Payment Pause: Under Section 2(b), the Secretary of Education must suspend all federal student loan payments for covered individuals during a government shutdown lasting 14 days or more, which helps workers keep their cash when they might not be getting paid.
-
No Interest Growth: According to Section 2(c), interest will not build up on these loans while payments are suspended, ensuring workers do not fall further behind financially just because of a shutdown.
-
Loan Forgiveness Credit: Section 2(d) states that each month of suspended payments will still count as if the borrower made a regular payment for any federal loan forgiveness program they qualify for, meaning people do not lose progress toward forgiveness.
-
Credit Score Protection: Under Section 2(e), the Secretary must report the suspended payments to consumer reporting agencies as if regular scheduled payments were made, protecting workers from credit score drops.
-
Refunds for Payments Made: Section 2(f)(2) allows covered individuals to request and receive a refund for any loan payments they actually made during a qualifying shutdown period.
Potential Negative Impacts for People
- No Negative Impacts Identified: Based on the explicit text of the provided bill, there are no sections or provisions that outline negative consequences or burdens for individuals or groups of people.
