What this bill would do
The Aviation Funding Stability Act of 2025 provides a way to fund the Federal Aviation Administration when there is a lapse in appropriations. It allows the Administrator to use unappropriated funds from the Airport and Airway Trust Fund to keep programs and projects running. These funds cover areas like operations, facilities, equipment, research, and airport grants. The funding is limited to the rate of operations from the previous year. This authority lasts until a new appropriation bill or joint resolution becomes law, or for up to 30 days.

Potential Positive Impacts for People
- Continued Aviation Services: Section 2(a) allows for the continuation of programs, projects, and activities, including "Federal Aviation Administration--Operations" and "Federal Aviation Administration--Grants-in-Aid for Airports," which prevents these services from stopping during a funding lapse.
Potential Negative Impacts for People
- Limited Funding Duration: Section 2(c)(2) states that the availability of these funds ends 30 days after the first day of a lapse in appropriations, meaning the stability is only temporary.
