What this bill would do
The Marijuana Opportunity Reinvestment and Expungement Act (MORE Act) seeks to decriminalize and deschedule cannabis by removing it from the Controlled Substances Act. It establishes an Opportunity Trust Fund to finance community reinvestment and small business assistance. The bill provides for the expungement of certain non-violent Federal cannabis offense convictions and associated arrests. Additionally, it creates a Cannabis Justice Office to oversee community grant programs. The legislation also implements various taxes on cannabis products and occupational taxes for producers. Finally, it mandates several studies regarding the societal, workplace, and school impacts of cannabis legalization.
