What this bill would do
This bill, known as the "ALCATRAZ Act," seeks to create a new grant program within the Department of Homeland Security. The "Detention and Logistics Program" is designed to reimburse States and local governments for costs related to the detention of migrants at facilities within their jurisdictions. These reimbursements would cover expenses incurred on or after January 20, 2025. To receive these funds, entities must submit an application to the Secretary of Homeland Security. Additionally, the bill requires a report to Congress regarding plans to construct new facilities and the identification of funds that could be redirected to this program.
