What this bill would do
The REHIRE Act provides hiring preferences for certain career Federal employees who are involuntarily removed from the civil service between January 1, 2025, and January 1, 2027. These employees would be considered preference eligible for competitive service appointments and receive 5 additional points above their earned rating. This preference does not apply to political appointees or those removed for documented misconduct, delinquency, or unacceptable performance. The authority provided by this Act expires 5 years after its enactment.

Potential Positive Impacts for People
-
Hiring Preference: Career Federal employees involuntarily removed between January 1, 2025, and January 1, 2027, are deemed preference eligible for competitive service positions (Section 2(a)(1)). This helps them get back into the workforce.
-
Additional Rating Points: Eligible individuals receive 5 additional points above their earned rating for appointments (Section 2(a)(2)). This gives them a competitive advantage when applying for new positions.
Potential Negative Impacts for People
- Exclusions from Benefits: Certain groups are denied these benefits, including those in political positions, individuals with documented misconduct or delinquency, and those with unacceptable or less than fully successful performance reviews (Section 2(b)(1)). These individuals would not receive the hiring preferences provided by the Act.
