What this amendment would do
SA 6696, submitted by Mr. Husted, aims to add a new section (Section 1050) to bill S. 4784. The purpose of this amendment is to require the Secretary of Defense to create a report on how the domestic supply and use of critical chemicals used in petroleum refining and related industrial processes affect national security.
The report must be submitted to the House and Senate Committees on Armed Services within 180 days of the Act's enactment. It must include:
- An assessment of domestic production capacity, supply chains, and dependencies on single suppliers or foreign sources.
- An evaluation of how these chemicals support the defense industrial base, specifically for fuels, materials, and military operation inputs.
- An analysis of how military fuel requirements rely on these chemicals and the potential impacts if they are constrained.
- An assessment of risks to infrastructure and supply chains, such as cyber threats and physical security.
- Recommendations to mitigate risks, such as diversifying supply sources or strategic stockpiling.
The report will be unclassified but must include a classified annex. The unclassified part will cover high-level risks and policy, while the classified annex will hold site-specific vulnerabilities, detailed transportation routes, and granular production capacities of individual refineries.
